About the Organizer-GLC Mumbai
The Government Law College, Mumbai (GLC Mumbai), founded in 1855, is the oldest law school in Asia. The college, affiliated with the University of Mumbai, is run by the Government of Maharashtra.
Pratibha Patil, former President of India, and five Chief Justices of India, as well as several judges of the Supreme Court of India, are alumni of the college.
About the Moot
The Moot Court Association is pleased to announce the 22nd edition of the D. M. Harish Memorial Government Law College International Online Moot Court Competition (DMH), hosted by Government Law College, Mumbai, India, in association with the D. M. Harish Foundation. This edition will be conducted on an online platform due to the COVID-19 pandemic. The competition will be held from 27th – 28th March 2021.
DMH is India’s first International Moot Court Competition. It started in the year 2000 as a National Moot Court Competition and has been open to international entrants for the past fifteen years. It has seen the keen participation of a number of teams from across all continents.
The Compromis of the Competition deals primarily with issues relating to Public International Law, highlighting the emerging legal landscape and has been drafted by experts in the field.
The participants are made to go through extensive Mooting Rounds, to ensure that only the two best Teams reach the Final Round of Arguments. All participants are also to present their Written Submissions a month prior to the Competition.

Participation in the Competition
Registration

Overseas teams may participate in the Competition by making an application to the Organisers via e-mail to [email protected]. The application will be confirmed within 72 hours of receiving the email. Only after the application has been confirmed will a link to a Google Form and details for the payment of registration fees be provided.

The organisers shall invite ONLY those Indian Universities/Colleges, which had qualified to the Quarter Final Rounds in the 21st D. M. Harish Memorial Government Law College International Moot Court Competition to participate in the competition. The invited Universities/Colleges will be given a priority in registration. The invited colleges must provisionally register themselves by sending an email to [email protected]. The provisional registration will be confirmed within 72 hours of receiving the email. Only after the provisional registration has been confirmed will a link to a Google Form and details for the payment of registration fees be provided.

Registration Fee

A nominal registration fee of INR 2500 shall be charged to all the Indian Universities/Colleges. A registration fee of USD 65 will be charged to all the Overseas Universities.

Overseas Universities will include all Universities/Colleges/Schools that are not situated in India.

The Registration fee charged for Indian Universities/Colleges must be submitted by NEFT. The details for making payment of registration fees via NEFT will be provided once the provisional registration has been confirmed.

The Registration fee charged for Overseas Universities/Colleges, must be submitted by Wire Transfer, the details of which will be provided after receiving the application.
General
Eligibility
Team Composition
-
Each team shall have three (3) members only, consisting of two (2) speakers and one (1) researcher.

Certification shall not be awarded to an additional member.
Official Language
Registration

The duly completed Google Form for Registration with all team details and NEFT/Wire Transfer must be submitted to the Moot Court Association on or before 12th February 2021 by 11:59 p.m. (IST) for teams participating. No change in the names of the participants shall be permitted after the receipt of the Registration Form, except at the sole discretion of the Organisers.

All teams shall be given a ‘‘Team Code’’ by the Organisers on validation of their Google Form for Registration and NEFT/Wire Transfer.

The teams shall use their designated “Team Code” for all correspondence with the Organizers.

The same team code must be used by the teams during the submission of Memorials and during all the Rounds of the Competition.
Dress Code

The competition shall be held over a period of three days and will comprise two (2) Preliminary Rounds, one (1) Octo-Final Round*, (1) Quarter-Final Round, one (1) Semi-Final Round and one (1) Final Round of Arguments.
Awards
-
An e-certificate and a cash prize of Rs. 36,000/- for the Best Team and an e- certificate and a cash prize of Rs. 27,000/- for the 2nd Best Team.

An e-certificate and a cash prize of Rs 15,000/- for the Best Memorial and an e-certificate and cash prize of Rs. 12,000/- for the Runner-up Memorial.

An e-certificate and a cash prize of Rs. 14,000/- for the Best Speaker, an e-certificate and a cash prize of Rs. 10,000/- for the 2nd Best Speaker and an e-certificate and a cash prize of Rs. 14,000/- for the Best Speaker in the Final Round of Arguments. The Best Speaker and Runner up Speaker Awards will be determined by the Total Scores in the Preliminary Rounds of the Competition by adding the four (4) judges' scores from two (2) Preliminary Rounds. The total score from those two (2) Rounds shall be averaged to determine the Speaker's ranking, whereas the Best Speaker in the Final Round of Arguments will be determined on the basis of the Individual speaker scores in the Final Round of Arguments.

All participants will get e-certificates of Participation and all the winners of awards will get e-certificates of Merit.
