About Centre for Communication Governance
The Centre for Communication Governance at National Law University Delhi (CCG) was established in 2013 to ensure that Indian legal education establishments engage more meaningfully with information law and policy and contribute to improved governance and policy making. CCG is the only academic research centre dedicated to undertaking rigorous academic research in India on the information law and policy in India and in a short span of time has become a leading institution in Asia. CCG uses its academic and policy research to engage meaningfully with policy making in India by participating in public consultations, contributing to parliamentary committees and other consultation groups, and holding seminars and workshops for capacity building of different stakeholders in the digital rights domain.
CCG has built an extensive network and works with a range of international academic institutions and policy organisations. These include the United Nations Development Programme, Law Commission of India, NITI Aayog, various Indian government ministries and regulators, International Telecommunications Union, UNGA WSIS, Paris Call, Berkman Klein Center for Internet and Society at Harvard University, the Center for Internet and Society at Stanford University, Columbia University's Global Freedom of Expression and Information Jurisprudence Project, the Hans Bredow Institute at the University of Hamburg, the Programme in Comparative Media Law and Policy at the University of Oxford, the Annenberg School for Communication at the University of Pennsylvania, and the Singapore Management University’s Centre for AI and Data Governance.
The Centre has launched freely accessible online databases - Privacy Law Library (PLL) and High Court Tracker (HCT) to track privacy jurisprudence across the country and the globe in order to help researchers and other interested stakeholders learn more about privacy regulation and case law. CCG also has an online ‘Teaching and Learning Resource’ database for sharing research-oriented reading references on information law and policy. This database helps students, professionals and academicians build capacity in this domain and stay abreast with literature on information law and policy.
About the Course
The Centre for Communication Governance at the National Law University, Delhi invites applications from eligible candidates for an online Certificate Course on Technology Law and Policy.
The Course is designed to ensure the nuanced engagement of the students with the legal, public policy and socio-political contours of technology and cyberspace, their implications for our society and its regulation. The course will engage with key themes in technology law and policy including data protection and privacy, platform governance, cybersecurity and information security, regulation of emerging technology, intellectual property, and competition law. Students will be exposed to current and proposed legislation on cyber laws in India and globally, global policy developments, comparative jurisprudence tracking the evolution of rights and emerging challenges and risks.
This course will equip students with the necessary understanding and knowledge required to effectively navigate the rapidly evolving space of technology law and policy, and assess the contemporary developments.
Course Objectives and Learning Outcomes
The course aims to ensure that students are:
Equipped with a sound understanding of the theoretical concepts relevant to privacy and data protection, emerging technology, platform governance, cybersecurity and information security, intellectual property, and competition law
Familiar with various domestic cyber laws, including laws associated with technology and information law and policy, intellectual property and competition law
Conversant with global practices, and legal and regulatory frameworks governing data protection and privacy, emerging technology, platform governance, cybersecurity and information security, intellectual property, and competition law
Conversant with the interaction between privacy and competition laws and the various regulatory approaches adopted by different countries
Equipped to navigate the interaction between technology law and intellectual property law
Familiar with the policy domain of cybersecurity and information security and understand their interaction with privacy
Familiar with the challenges in data governance as well as platform regulation and their interaction with emerging technologies and the policy and legal approaches being developed to tackle these issues.
Course Duration and Structure
The course will be conducted over a period of six months. The online contact classes for each of the six modules will be conducted regularly over the weekends every month. Students will be expected to undertake the readings, assignments and assessments through the course in accordance with the academic timeline.
Pedagogy
The course has six modules. The entire course comprises of 120 hours of study including live online sessions, recorded lectures, asynchronous mentoring, self-study involving e-learning materials and readings, and assignments. Lectures will be conducted by leading academics, policy experts, industry stakeholders, and lawyers.
Live online sessions for each module will be conducted over the weekends every month. E-Learning materials and readings will be shared before and during the course. Coursework related assessment, and exercises would be administered periodically and will contribute towards the cumulative assessment of the student.
The course content is prepared and will be delivered by expert academics and researchers both from CCG and NLU Delhi, renowned policy practitioners and experienced professionals having years of experience analysing the issues in the domain of technology law and policy. Guest lectures will be conducted with experts to highlight contemporary issues and students will have an opportunity to interact with them.
The Course is evaluation based and upon successful completion of the course, every candidate will receive a certificate from CCG, NLU Delhi indicating the final grade / GPA.
Time Commitment
We recommend students set aside an average of 4-8 hours per week for attending the scheduled monthly live online sessions on weekends and for completing the mandatory coursework (including viewing recorded lectures, any assessment exercises) and prescribed readings.
Assessment / Evaluation
Students will be graded on the basis of the assessments during the coursework and a final assessment exam at the end of the course.
To earn the course certificate a student must:
have attended 75% of the live online sessions, and
score a minimum of 50 percent for each assignment/assessment including in the final assessment exam.

Eligibility / Who can apply
Lawyers / advocates, professionals (corporate, industry, government, civil society, media / journalists), policy professionals, academicians, and research scholars interested in the field of technology and information law and policy and graduates from any discipline are well positioned to apply for the course.
Candidates having an undergraduate degree in any field (legal as well as non-legal fields) from a recognised university, with a minimum of 55% marks, are eligible to apply for this course.
Students currently in their 4th and 5th year of a five year law program are also eligible to apply.
There shall be no restriction as to age, nationality, gender, employment status in the admission process.
