LOKVIDYA, PARAKH, and the Internationalisation of education are a few other key aspects of the new education policy to make education in India more fruitful, professionally beneficial, and globally meaningful. As one can see that the policy provides more options in choosing the subjects and more flexibility to enter and exit the course with authorized certification, it also dissolves the distinctions based on subjects such as arts/science/commerce or curricular, co-curricular & extracurricular. Worth highlighting is its flexibility, which distinguishes this policy from others because it gives the students adequate options to plan their careers and future. The objectives of the NEP undoubtedly set very high goals to transform the lives of the learners and thereby the socio-economic environment of the nation but in view of the huge population with a diversity of various sorts, infrastructural limitations, and other factors, all the stakeholders are bound to think seriously over its effective implementation and other related challenges. PG Department of Law, Gauhati University, Guwahati – Assam is organizing a Two days National Seminar on Understanding the Dynamics and Interface of Freedom of Speech and Expression under the Constitution of India on September 9 and 10. About the Seminar The freedom of speech and expression has been considered fundamental rights under article 19(1)(a) of the Constitution of India and Article 19(2) permits the State to impose ‘reasonable restrictions, in the interests of eight specified grounds. Three of these grounds, viz. the sovereignty and integrity of India, the security of the State, and public order, suggest that the regulation of subversive or revolutionary speech is an important constitutional concern. Prior to India’s Independence, there were four exceptions to the right to free speech. These were: Sedition (and hate speech), Obscenity, contempt of Court, and Defamation. These continued to be exceptions to the right to free speech after the Constitution was adopted and remained virtually unchanged. Most Constitutional experts say that the retention of archaic laws is one of the major threats to freedom of expression in contemporary India. In pursuit of the changes to the right to free speech that exist today since the enactment of the Constitution, the PG Department of Law, Gauhati University wishes to organize a National Seminar on ‘Contemporary Concerns of Freedom of Speech and Expression in India’ The Seminar will bring together people from a range of specialists and backgrounds for a cross-disciplinary discussion on free speech as a broad panoply of rights under the umbrella of Article 19 of the Constitution of India. About the University Maharashtra National Law University, Nagpur (MNLU, Nagpur) was established by the Government of Maharashtra by way of enactment in 2014. Hon’ble Shri Justice Bhushan R. About Centre for Shaastric Studies and Research in Law (CSSRL) The University established CSSRL to promote quality teaching learning pedagogy and research in Indic studies. Through the Centre, the University offers certificate courses, undertakes research activities to develops necessary literature and understanding of the interface between Shaastras and modern law in association with Kavikulaguru Kalidas Sanskrit University, Ramtek. The vision of the centre is “Innovation in Law by Exploring Shaastric Wisdom”. The Centre is dedicated to promote legal and justice education, lawmaking process, legal and factual inquiries, argumentation, interpretation, and justice dispensation by exploring the Indic jurisprudence in the context of modern legal studies. About JusManthan, The Research Brand of CSSRL CSSRL formalises its research activities by according a nomenclature to its vision, objectives and creating a brand of its own – “JusManthan”. ‘Jus’ is a Latin word which means law as a system/aggregate/a whole; and ‘Manthan’ literally means brainstorming/churning. This nomenclature is a Sva-Sangna or a term designed to suit the intended meaning. Going by the fusion of disciplines that CSSRL creates and provides platforms for, this name of a fusion character resonates with the vision of CSSRL. The vision of CSSRL’s JusManthan finds inspiration from the Rig Vedic mantra of “Aa no bhadraaha krtavo yantu vishwatah” which means “Let noble thoughts come to us from everywhere” which has been adopted as a value statement of JusManthan. ‘Meemamsa’ means reflections, discussions or critical investigation. JusManthan Meemamsa is the title under which CSSRL formalises its research endeavours in the form of modern-day seminars. About the Seminar The highest ideal of human life, evolved in India, is incorporated in a short but meaningful manner in the most popular prayer: Sarve Janaaha Sukhino Bhavantu – Let All People Be Happy. In social, legal, economic, political and every such societal parlance, the idea of happiness is rooted in the idea of justice; as, injustice becomes a cause of unrest. It is the idea of justice that enables activity towards protection of rights, liberties, performance of duties, maintenance of peace etc. Recognising the importance of the ideas and ideals of justice expounded in Indic literature especially in the various vidyasthaanas of Shaastras, Upanishads, Puraanas, etc., CSSRL of MNLU, Nagpur is conducting a National Seminar on Indic Idead and Ideals of Justice. Before the impact of globalization was felt, the mass media was wholly controlled by the government, which let the media project only what the government wanted the public to see and in a way in which it wanted the public to see it. However, with the onset of globalization and privatization, the situation has undergone a humongous change. In such an era of media upsurge, it becomes an absolute necessity to impose certain legal checks and bounds on transmission and communication. In this age of media explosion, one cannot simply remain confined to the boundaries of the traditional media. The media world has expanded its dimensions by encompassing within its orbit the widening vistas of cyber media etc. As a consequence, the laws governing them are also numerous. This seminar will attempt to explore the different aspects of Media Law as it plays a crucial role in our society. This aims to provide a brilliant platform for reflecting upon some of the essential concepts of this niche yet unique subject. The purpose of the Seminar is to serve as a medium that enlightens the outcome, unsolved questions, and further explore new directions in the field of media law. Mode of the Seminar The Seminar is conducted through the online platform ZOOM. All the participants should have good access to the internet and be able to access the above said online platform. Submission Guidelines Kindly confine yourself to the areas identifiable with the title of seminar. The papers must be in Times New Roman, Font Size: Heading-14, Text-12 in A4 format, single line spacing, in justify not exceeding 2500 words including Title, details of the Author/s and Footnotes. Authors are encouraged to use The Bluebook (21st ed.) citation format for footnoting and it should be in Times New Roman Font 10 size. Further, speaking footnotes are discouraged. An Abstract not exceeding 250 words shall be submitted for consideration. The Abstract shall contain the Synopsis of the Paper, Subtitles, Reference materials and conclusion indicating author’s perspective. The Abstract must be mailed to [email protected] on or before June 2nd, 2022. It must be accompanied by a cover page, stating the following: Title of the paper; Sub-Theme; Name of Author(s); Name of Institute/Organization; Official Designation; E-mail Address; Postal Address, Contact Number. The Submission should be in WORD FORMAT. All foot notes must adhere to 21st edition of Bluebook standards and must be styled using the foot note option in word. Borders, underlines or other design objects must not be included in the paper. References need not be mentioned at the end of a paper and must be included within footnotes. Precedents may be in Italics but not bold. All sub headings must be left aligned, in bold. The Papers shall be screened by a Committee. The Full Papers (2500 words) approved by the Committee shall be accepted for presentation in the Seminar. The intimation of selection will be made through E-mail. The final paper should contain a cover page which includes Name, Designation, Relevant Discipline and Year of Study, Address, E-mail id and Contact number. Authors are to give details in the Full Paper. Abstracts and papers should be written in English, and the working language of the Seminar will be English, and presentations shall be done in English. Submissions should be made by the author who will attend the Seminar. Co-Authorship is allowed but limited to one Co-Author only. Only one paper per participant will be permitted. Multiple submissions will lead to disqualification. No part of the paper should have been published earlier nor should it be under consideration for publication. Any form of Plagiarism will result in immediate disqualification. The Organizers will take earnest effort to publish the best articles selected from among those received, subject to their acceptance by reputed journals as per their criteria.
