A Special Talk on Mission Driven Bureaucrats at Centre for Policy Research

About the Talk Prof Dan Honig will be discussing his forthcoming book Mission Driven Bureaucrats, which is about how the humans who work for the state often are or can be driven by a desire to help deliver on the things their agency does – educating children, helping sick people get better, ensuring the trains run on time. “Managing for compliance” – rules, regulations, targets – works for some kinds of tasks and people, but not others. Based on his own research and that of many others, he concludes that in some contexts, “managing for empowerment” – allowing autonomy, cultivating competence, and creating connection to peers and purpose – is more likely to lead to better organizational performance. Compliance levers are useful; but we have been pulling those levers (and more or less only those levers) for a half-century now in our attempts to improve Government. In all the many places that hasn’t worked, it’s time to try something else.   About the Speaker Prof. Dan Honig is an Associate Professor of Public Policy at University College London’s School of Public Policy and an Associate Professor at Georgetown University’s McCourt School of Public Policy. Amongst other appointments he is a Non-Resident Fellow at the Center for Global Development; an Associate of Harvard’s Building State Capability Program; and a Fellow of Lahore University of Management Sciences (LUMS) MHRC; and a Senior Visiting Fellow at Artha Global. Young Professionals Program for Legal Empowerment 2023 by Centre for Social Justice

About Centre for Social Justice Centre for Social Justice is a socio-legal, Non-Governmental Organisation (NGO) initiated by the Institute for Development Education and Learning (IDEAL) in 1993. CSJ is one of the first organizations of its kind in India that uses the judicial system to fight for the rights of marginalized people.   About the Programme The Young Professionals Programme for Legal Empowerment (YPPLE) anchored by the Centre for Social Justice (CSJ) is designed to equip young legal professionals to become powerful change agents by giving them the opportunity to develop a holistic understanding of how legal empowerment can contribute to social change through an intimate engagement with field realities. With the successes of its previous editions behind it, YPPLE is now entering its ninth year. In the first eight years of the program, CSJ placed 30 young aspiring researchers in its field areas, where they engaged with grassroots realities and in the process grew immensely both professionally and personally. The program allowed these young minds to pursue their true interests, with each individual finding something that they can call their own, be it: a particular sphere of law, a work profile, or a social cause they care about. Many YPPLE’s continue to be associated with CSJ beyond the duration of the program and are helping CSJ fulfil its vision towards society.   What will you do under YPPLE? A group of young legal professionals will be placed for a minimum period of one year in the field where CSJ is implementing its interventions. A learning/ performance road map will be developed jointly with the selected candidates. Each individual will spend a substantial duration in the field areas and the remaining time will be dedicated to research and writing, reflections, inputs, and capacity building.   Roles & Responsibilities Conduct field-based research on law and policy issues for formulating interventions and creating policy documents. Coordinate training and capacity-building programs and develop training materials. Supervise data collection for research programs/projects. Collaborate/coordinate programs with stakeholders including representations with various government authorities. Contribute to the legal work of the organization. Organize events to initiate public debate on issues. Bring creative approaches and perspectives to the existing work of the organization.   Eligibility The Program is open to young law graduates/legal professionals who wish to pursue a career in the field of human rights as lawyers, practitioners, researchers or academics. Willingness to engage with field realities, to live in challenging conditions and to travel extensively, are things every candidate must be willing to do. Candidates must, above all, display a strong drive, motivation and commitment towards working for social change.   How to Apply? Candidates interested in applying for the Program must submit an online application with the following attachments. A Statement of Purpose detailing their motivations and reasons for applying to the program. Candidates must also clearly specify their areas of interest and expectations from the Organization. The final selected candidates will be invited for a one-month probation period. Based on an appraisal of their performance during this month, the organization will confirm the selection of candidates for the program.   Application Deadline September 30, 2022   Remuneration A stipend of Rs. 33,000 per month will be paid to the selected candidates.   Duration Please note that the Program is designed as a two-year engagement. Chandrachud.   About the Opportunity The Archives at NCBS and the QAMRA Archival Project, NLSIU, are organising a public lecture on the topic “Contested Terrain – Lawyering for Forest Rights” by Shomona Khanna, an advocate practicing in the Supreme Court of India and Delhi High Court, on September 15, 2023. The lecture will take place at the Alternative Law Forum, Bengaluru and will be followed by a conversation with NLS faculty member Radhika Chitkara.   About the Speaker Shomona Khanna is an Advocate practicing in the Supreme Court of India and Delhi High Court, and has been associated with numerous civil and democratic rights issues since 1991, both as a lawyer and as a writer. Between 2011 and 2017 she was Legal Advisor to the Ministry of Tribal Affairs, Government of India. She handles several human rights cases in the courts, including the abolition of manual scavenging, protection of women from sexual harassment at the workplace, and indigenous peoples’ rights. She has also written several books and book chapters on these issues. In 2017, she initiated the Legal Resource Centre, a collective of lawyers and legal professionals engaged in demystification of the law for indigenous and Adivasi communities, through legal workshops, training materials, academic and action research. Her most recent publication, which she co-authored with three other lawyers, is ‘Criminalization of Adivasis and the Indian Legal System’.   About the Discussant Radhika Chitkara is Assistant Professor (Law) at NLSIU, where she teaches criminal law. She is also the Dr. NR Madhav Menon Doctoral Scholar at NLS since 2021. She is a researcher, clinical practitioner and activist in the field of human rights, civil liberties and land rights. She has previously taught constitutional law, feminist legal theories and human rights lawyering at the Jindal Global Law School and National Law University, Delhi. Prior to that, Radhika was associated with the Legal Resource Centre, Delhi, undertaking legal aid, litigation support, research and advocacy on concerns of forest rights and the V Schedule to the Constitution, focusing on the intersections between self-determination, environment and conflict. About Sambhaavnaa Institute Sambhaavnaa Institute of Public Policy and Politics nestled in a small village called Kandwari, in the lap of the mighty Dhauladhar mountain ranges in Himachal Pradesh, is an alternative learning and living space for those concerned with social and political change.  Founded under the aegis of the Kumud Bhushan Education Society in 2004 Sambhaavnaa’s main mission has been to nurture value-based leadership by encouraging individuals, especially the youth; to discuss and develop a critical perspective on the ideals and ideas that define a just society.   About the Workshop In the last few decades, oral history has captivated everyone’s attention. It leads to, what can be called, the reconstruction of history, making the discipline far more accessible and democratic.The method of research encourages one to interview people and secure evidence about the past. The methodological shift has had enduring impacts, for people from diverse backgrounds utilise oral history to rehearse, rethink, and reinvent the past. We have scholars working on non-hegemonic, marginalized sections of our society, activists recording interviews of people involved in political movements, organizations preserving family histories, professionals archiving stories of people engaged in developing eminent institutions in India, museums curating oral histories of neighborhoods, and many more. Sambhaavnaa in collaboration with the Oral History Association of India is organizing this workshop, in which, we focus on all the processes of oral history. We will start with fundamental features like designing a questionnaire, identifying one’s narrators, and learning to listen in order to stretch our discussion on how oral history is co-created in the spatial configuration shared between the interviewee and the interviewer. Against this backdrop, we believe that the workshop will be ideal for students, scholars, practitioners, and activists who employ, or aspire to employ, the method of oral history in their respective domains; the residential programme will be immersive and interactive in nature, involving field visits where participants will expectedly record interviews and share their experiences with others.   In this workshop, they will be working with participants to: Understand how an oral history is an empowering tool that highlights the voices from our society’s periphery and brings them to the center of our discussions. Explore the manner in which one can frame questions without suffering from a fixity of form. Develop a certain sensitivity to listen to the voices of the narrators attentively. Think through ways of imbibing body movements, tone, intonation, gesture, stutters, stammers, and silences permeated in the narratives. Examine the implications of conducting video and/or audio recordings. Comprehend how one’s subjective position needs to be negotiated to avoid interpretive conflicts. Acknowledge the politics of documenting and archiving the interviews. The Annual International Symposium on Air and Space Law 2023 will be held online.   About the Theme Dispute settlement in air and space law refers to the process by which disputes between states, organizations, or individuals concerning air and space activities are resolved. The settlement of disputes in air and space law is governed by various international treaties, such as the Chicago Convention on International Civil Aviation, the Outer Space Treaty, and the Liability Convention. These treaties establish procedures for the settlement of disputes, including diplomatic negotiations, mediation, and the International Court of Justice (ICJ). In addition, there are also ad-hoc tribunals and arbitral bodies that have been established to resolve specific disputes. The ultimate aim of dispute settlement in air and space law is to maintain the peace and stability of the international community while ensuring that the rights and interests of all parties are protected. It is suggested that alternative dispute resolution has a significant role to play in resolving outer space disputes, particularly through the auspices of the investor-state dispute settlement (ISDS) framework, as well as via the adoption of mandatory arbitration and mediation referral powers involving private enterprises. The existence of international law, with its rights, rules and regulations is futile without an effective enforcement mechanism that provides a sufficient and adequate remedy.International space law is particularly significant in the evolution of international dispute settlement because it involves a consideration of issues from an international and interdisciplinary perspective. These issues range from policies of regional and international organizations; to juridical dispute settlement and global governance. In the field of aviation, rules for dispute settlement and actual caseshave been a regular feature both between states and between privateenterprises and private persons involved in aviation.
