About NLU Delhi National Law University, Delhi was established in 2008 by Act No. 1 of 2008 of NCT Delhi in the National Capital Territory of Delhi with the initiative of the High Court of Delhi.   About the Discussion Sexual labour has been a controversial subject of legal, social, and political discussion for a long time now. Per popular opinion, sex work has been recognised as a profession by the Supreme Court recently in a suo motto PIL on the rehabilitation of sex workers;1 though the actual legal position is not as clear. The Court carefully treads the moral, social, and legal tightrope by opining that “voluntary sex work is not illegal,” and that sex workers “should not be arrested or penalised or harassed or victimised”. Other organs of the State do not agree. What is the hidden message in this legal grey-zoning of sex work? How does it engage with the constructions of morality, sexuality, autonomy, violence, dignity under Article 21, and the understanding of work? Outside of the court, there are more complex debates revolving around the intersectional vulnerabilities of sex workers. Their positionality is a function of diverse socio-economic elements, including caste, class, gender (not limited to female), community practices, migration status, educational status, access to financial and material resources, social constructions of morality, control over sexuality, the State’s attitude towards them, and their own perception of selves. The complexity of debates can be gauged from the varied opinions on sex work – from it being a symbol of patriarchal domination, caste-based slavery, violence, and commodification of the body, to the idea that it is a form of labour, or business, throwing open the question of sexual agency. How do the ongoing legal proceedings and the idea of “rehabilitation” of sex workers engage with these social complexities? What does the evolving discourse on male sex workers tell us about sexual labour? About SAMA State Legal Services Authorities, in conjunction with SAMA as technology facilitator, is organising Online Lok Adalats.   Eligibility Mediators: Practicing advocates, Accredited and experienced Mediators, who can devote time and dedication to the access to justice cause. Applicants who are fluent in Marathi or Hindi will be preferred and must possess a laptop with stable internet connection. The 3-4 week commitment is expected for Mediators. Case Manager: All Law Students, recent graduates, practicing Advocates, who can devote time and dedication to the access to justice cause. Instances of child abuse are either under-reported or are not adequately covered under child protection laws. A dearth of child-serving professionals adds to this misery. In addition to having an adequate number of experts, it is essential that they are skilled in reporting child abuse and neglect. The top-most priority for any State or organisation should be to put efforts to address violence against children. As per the 2011 Census, Women and children together constitute a total of 67.7% of the country’s population. According to the latest report by The Ministry of Women and Child Development a total of 7595 cases were registered under the POCSO Act. Uttar Pradesh (2973) topped the tally, followed by Bihar (511), Delhi (437), Haryana (411), Rajasthan (410) and Madhya Pradesh (374). Empowerment and protection of children, and ensuring their wholesome development are crucial for the sustainable and equitable development of our country. These figures compel everyone to ponder over our existing laws and the duties of our enforcement agencies.   About POCSO The enactment of ‘The Protection of Children from Sexual Offences (POCSO) Act, 2012’ was formulated to reduce child abuse in India, but the improper implementation, lack of special courts combined with a lack of sensitization among Special Public Prosecutors and faulty investigation procedures, casts a shadow on the whole Justice System. In 2019, amendments to the POCSO Act extended the range of offences, seeking the death penalty in cases of aggravated penetrative sexual assault, and a gender-neutral approach while delivering justice. Despite these amendments, the rate of child abuse in India unfortunately persists. With new forms of child abuse and harassment emerging, it is becoming a challenge to tackle such cases and devise new strategies to combat them.   About Project Mumbai Project Mumbai is a not-for-profit model of public-private-people partnership that focuses on Healthcare, Environment, Governance, Education, Nutrition, Volunteerism and implementable solutions. While Project Mumbai goes by the tagline ‘Mumbai Ke Liye Kuchh Bhi Karega’, it has during the pandemic worked across over 20 districts of Maharashtra alone. Apart from that, its adolescent emotional wellbeing helpline now caters to people in need from across 26 states. About Centre for Social Justice Centre for Social Justice is a socio-legal, Non-Governmental Organisation (NGO) initiated by the Institute for Development Education and Learning (IDEAL) in 1993. CSJ is one of the first organizations of its kind in India that uses the judicial system to fight for the rights of marginalized people.   About the Programme The Young Professionals Programme for Legal Empowerment (YPPLE) anchored by the Centre for Social Justice (CSJ) is designed to equip young legal professionals to become powerful change agents by giving them the opportunity to develop a holistic understanding of how legal empowerment can contribute to social change through an intimate engagement with field realities. With the successes of its previous editions behind it, YPPLE is now entering its ninth year. In the first eight years of the program, CSJ placed 30 young aspiring researchers in its field areas, where they engaged with grassroots realities and in the process grew immensely both professionally and personally. The program allowed these young minds to pursue their true interests, with each individual finding something that they can call their own, be it: a particular sphere of law, a work profile, or a social cause they care about. Many YPPLE’s continue to be associated with CSJ beyond the duration of the program and are helping CSJ fulfil its vision towards society.   What will you do under YPPLE? A group of young legal professionals will be placed for a minimum period of one year in the field where CSJ is implementing its interventions. A learning/ performance road map will be developed jointly with the selected candidates. Each individual will spend a substantial duration in the field areas and the remaining time will be dedicated to research and writing, reflections, inputs, and capacity building.   Roles & Responsibilities Conduct field-based research on law and policy issues for formulating interventions and creating policy documents. Coordinate training and capacity-building programs and develop training materials. Supervise data collection for research programs/projects. Collaborate/coordinate programs with stakeholders including representations with various government authorities. Contribute to the legal work of the organization. Organize events to initiate public debate on issues. Bring creative approaches and perspectives to the existing work of the organization.   Eligibility The Program is open to young law graduates/legal professionals who wish to pursue a career in the field of human rights as lawyers, practitioners, researchers or academics. Willingness to engage with field realities, to live in challenging conditions and to travel extensively, are things every candidate must be willing to do. Candidates must, above all, display a strong drive, motivation and commitment towards working for social change.   How to Apply? About NLUO The National Law University Odisha (NLUO) was established in 2009 by Act IV of 2008 of the State of Odisha. The University is located in the city of Cuttack, where the seat of the Orissa High Court is also situated.   About the Workshop Traditionally, art has been an accessible media instrument for communication. In the case of popular arts like films or dramas that heavily influence popular culture, the impact it can have is manifold. It acts as a mirror of society with conformist as well as defiant voices. Sometimes, popular art goes beyond entertainment and portrays many social and legal issues, leading society and social workers to move forward. Even though the primary objective of a film or drama is to entertain or engage the audience, it also has the potential to question and alter an existing legal framework. It is a form of communication that can bring about changes by raising awareness and affecting a society’s laws, norms and beliefs. The creators may express opinions about a well-known issue or at times even lift the veil of an unseen issue of past and present. It could be about injustice towards a minority or stigmatised people, a major historical event, legal and social fiction or documentary films. Despite the physical distance, it can still manage to provide a personal experience. For instance, the release of TJ Gnanavel’s Jai Bhim was instrumental in educating the people about the plight of marginalised communities to a point where the Tamil Nadu government took measures to ensure social justice for tribal communities of the state. It has inspired scholars and academicians from the field of social science, media and law to perceive and understand the convergence of Law, Literature and Films.   Objectives of the Workshop The aim of this workshop is to learn and understand how popular media addresses different social and legal issues by bringing the representation of the marginalised population against stigmatisation to the forefront. The workshop, thus, is especially focusing on the importance of Cultural Therapy as a major instrument in the reformation and rehabilitation of marginalised populations and its contribution to research and academics. Hence, inviting students, scholars and academicians of law, social sciences, literature, film studies, and other humanities streams for this innovative event.   About the Resource Person Mr Nigel Akkara, starting from a series of upheaval as an ex-inmate after his release from Presidency Correctional Home, Kolkata in 2009, got a new and reformed life as an actor. To achieve an enabling and effective digital infrastructure powered by technology/Artificial Intelligence, what can be an important tool pertaining to the rights of the members of democratic societies; how laws of nation-states and legal rights of both the users and the internet intermediaries can be protected at social media.
