NCLEJ or the National Centre for Law and Economic Justice invites applications for its Legal Fellowship Program 2022, on a rolling basis.   About NCLEJ The National Center for Law and Economic Justice (NCLEJ), formerly known as the Welfare Law Center (WLC) from 1997-2006 and the Center for Social Welfare Policy and Law (CSWPL) from 1965-1997, is a national non-profit organization dedicated to advancing the cause of economic justice for low-income families, individuals, and communities across the country. Specifically, NCLEJ advocates for the following causes: income security, access to employment, fair treatment, public accountability, access to justice, fair and safe workplaces, community action, and civic participation. NCLEJ was founded in 1965. From the very start, NCLEJ has joined with low-income families, individuals, communities, and a wide range of organizations to advance the cause of economic justice through litigation, policy advocacy, and support of grassroots organizing. NCLEJ’s key issues include child care/work supports, civil rights/racial justice, disability rights, fair administration/modernization, health care/health reform, low-wage workers, meeting basic needs, and SNAP (food stamps).   About the Fellowship The National Center for Law and Economic Justice (NCLEJ) seeks motivated rising 3rd year law students and recent law graduates with a record of commitment to social justice, and excellent writing, legal research and communication skills, to sponsor for Legal Fellowships beginning in the Fall of 2022, including Skadden, Equal Justice Works, Justice Catalyst, and any other relevant fellowships. NCLEJ advances the cause of economic and racial justice for low-income families, individuals, and communities across the country, using ground-breaking impact litigation, policy advocacy, and support for grassroots organizing. NCLEJ fights to end systemic discrimination against people of color, women, sexual and gender minorities, immigrants, and people with disabilities, and works to build systems that provide economic security and opportunity to all. Their current advocacy is focused on preserving and maintaining access to government benefits; protecting and advancing the rights of workers; combatting unlawful and abusive debt collection; and advocating for people with disabilities.   Fellowship Description Fellows will join with staff attorneys to support new and ongoing impact litigation and class actions, policy analysis, and advocacy. For applicants seeking project-based fellowships, NCLEJ will work closely with selected applicants to develop project proposals and will provide support throughout the fellowship funding application cycle. NCLEJ welcomes new proposals for fellowship projects that fit within NCLEJ’s mission and areas of work. Some potential fellowship project areas may include: Advocacy to abolish driver’s license suspensions for unpaid child support obligations; Advocacy to end racial and income/wealth discrimination in access to utilities, such as water, internet, and electricity; Advancing the rights of workers in the Work Experience Program who are required to work in order to receive public benefits.   Eligibility Applicants must be either recent graduates or forthcoming graduates (by Spring/Summer 2022) of an accredited school of law. Applications are invited from eligible candidates who wish to work to better civil society can participate in the Commonwealth Foundation grants programme 2021-22.   About the Foundation The Commonwealth Foundation (CF) is an intergovernmental organisation that was established by the Commonwealth Heads of Government in 1966, a year after its sister organisation, the Commonwealth Secretariat. The Foundation is located at Marlborough House in London, a former royal palace that was assigned for the use of these Commonwealth institutions by Her Majesty Queen Elizabeth II, the Head of the Commonwealth. As the Commonwealth agency for civil society, the Foundation is funded by 49 member states to support participatory governance through its programmes.   About the Program As one of the three intergovernmental pillars of the Commonwealth, the Foundation operates within that critical space between government and the people. The Foundation works to bring the voice of civil society into all aspects of governance, supporting civil society engagement in shaping the policies and decisions that affect people’s lives.   Theme Applicants must address one or more of the Foundation’s three priority themes:  Health Advocating for universal health coverage Realising the right to health through better availability, quality, and accountability in health services and delivery Developing programmes and policies that address the social determinants of health Environment and climate change Developing, reviewing and improving laws, policies and practices aimed at addressing environmental and climate threats  Monitoring the implementation of relevant laws, policies and practices — such as national climate plans or commitments  Addressing mitigation and adaptation challenges Freedom of expression  Advocating for a legal and regulatory environment that protects and upholds freedom of expression for all  Promoting access to information and transparency in governance, including through a free and independent press, robust freedom of information laws and their practical application  Supporting civil society to work with artists to raise awareness to issues of freedom of expression and engage in advocacy efforts around these issues   Eligibility Applicants are required to complete an online application form. All applications must include the following additional documentation: A logic model and activity timeline A copy of the organisation’s registration certificate1. This should be a scan of an official registration document provided by the relevant authorities in the country where the organisation is registered For grants of £15,000 per annum: a copy of the organisation’s most recent audited accounts or annual accounts. Note that annual accounts must include a balance sheet, a profit and loss statement and notes about the account. They must be signed off by the organisation’s Board or its principal executive officer. Audited or annual accounts must not be older than December 2019 For grants of £15,001 and above: a copy of the organisation’s most recent audited accounts. Note that audited accounts must include both the accounts and the opinion of the external auditor who has certified them. They should not be older than December 2019   How to Apply? Eligibility for grant funding under this call depends on the following criteria: The applicant is a registered not-for-profit civil society organisation (CSO). The applicant is registered in an eligible Commonwealth Foundation member country and the proposed project will be implemented in the country of registration. The applicant has documented experience, over at least two years, working on participatory governance and advocacy within the proposed area/theme(s). The total grant amount requested must be between £15,000 and £30,000 per year for a maximum of two years. The requested grant amount should not exceed 70% of the applicant organisation’s total annual income. The average of the applicant organisation’s total annual income over the past two years must be less than £2m. The project proposal must address at least one of the priority themes and demonstrate appropriate and meaningful integration of gender considerations. Proposals must relate to projects that are expected to begin within the second half of 2022.   Other Criteria The assessment criteria for applications are as follows: The applicant organisation meets all eligibility criteria. The application provides a clear description of the problem that the applicant is seeking to address. The application provides a clear explanation of how the applicant plans to address the problem and contribute to its resolution. The application makes a persuasive case for the proposed approach to the problem. Is the approach timely? Is it relevant? Is it feasible? Applications are open for the United Nations SDSN Youth Local Pathways Fellowship 2022.   About the Fellowship The Local Pathways Fellowship (LPF) program was launched by the UN Sustainable Development Solutions Network Youth Initiative (SDSN Youth) with the mission to empower and equip young urban leaders from cities across the world with the knowledge, resources, and platform they need to advance progress on Sustainable Development Goal 11. The LPF trains supports and connects young urban thought leaders, activists, and innovators that are transforming cities and urban areas. Candidates representing any city and country in the world are encouraged to apply, however, SDSN Youth will make efforts to ensure diversity of regional representation among the fellows.   Roles and Responsibilities The LPF is a 10-month program that takes fellows on a journey of charting pathways for ‘localizing’ SDG 11. The program of activities has monthly deliverables that revolve around: Learning about the major challenges currently faced by urban areas around the world and the extraordinary potential of these areas to enable change in the future. From infrastructure to culture to economic opportunity, learn how harnessing the power of urban development for global progress is imperative. Channeling the ideas and knowledge they acquire into the development of a project that addresses challenges pertinent to their city and area of interest; this will be the main outcome and deliverable of the fellowship. Connecting with the peer-to-peer network of 253 fellows from 170 different cities across 78 countries. This grants fellows the opportunity to exchange knowledge, share resources, and build solutions with urban leaders from across the world. Gaining insight and mentorship from experts from the industry through the LPF webinar series.   Qualifications In order to be selected as a Local Pathways Fellow, applicants must meet the following criteria: An interest in sustainable development, be passionate about the mission of the SDSN including the pursuit of the Sustainable Development Goals and the Paris Agreement on climate change. Strong knowledge in urban planning, urban environment, urban sustainability, urban tech, development practice, community engagement, advocacy, or related fields. Professional or academic experience in urban planning, urban environment, urban sustainability, urban tech, development practice, community engagement, advocacy or related fields or similar fields would be considered a strong asset. Responsive and be able to manage regular communication with the team across different time zones. Excellent organizational and leadership skills. Proven to be a team player with good interpersonal skills and ability to coordinate develop projects and be problem solvers. Excellent command of the English language including writing, speaking, listening and the local language of the cities they represent. Demonstrate that they have the time and resources to commit as well as having Consistent and stable internet connection. Aged between 18-30 in order to be eligible for this role. The Local Pathways Fellowship is a 10-month position that requires 5-7 hours per week.   Conditions Duration of Position: This position requires a minimum commitment of 10 months, with a 2-month probation period. Supervision: This position is supervised by the Project Lead of Local Pathways Fellowship Program. Compensation: This position is voluntary. Applications are invited for the National Urban Digital Mission (NUDM) Fellowship 2021 by the Ministry of Housing and Urban Affairs (MoHUA).   About NUDM National Urban Digital Mission aims to build the shared digital infrastructure that will strengthen the capacity of the urban ecosystem to solve complex problems at scale and speed.  It is built as a public good and provides the ecosystem actors with the foundational digital building blocks, ready-to-use platforms, standards, specifications, and frameworks.   About the Fellowship MoHUA is looking for capable leaders from diverse backgrounds and disciplines who are committed to making a positive difference in the world. The NUDM Fellows will have an opportunity to lead the adoption of a transformative Mission across the nation. Participating in a fast-paced work experience program such as the NUDM Fellowship will be a challenging, but rewarding experience for young professionals.  Through the Fellowship, the Mission will institutionalise young professionals as part of the Mission implementation plan to select States and Union Territories, to make capable young professionals a part of the transformational nation-building exercise that is NUDM. Fellows interested in governance will have an opportunity to lead the implementation of a transformative mission on e-governance. Such Fellows will have an opportunity to work closely with urban experts and Mission leadership across all levels of governance; and experience a tangible expansion in their technical and professional skills including in-depth knowledge of application of policy, technology and urban program management. NIUA is calling for applications for the National Urban Digital Mission Fellowship in 2021.   Number of Fellows Required The Fellowship’s inaugural cohort will host 20 Fellows.    Role of the Fellows The Fellows will have the opportunity to contribute to the goal of driving citizen centric e-governance across all cities of India by playing the role of a catalyst, bridging the Mission with the State’s needs.   The day-to-day roles and responsibilities for the Fellows will be coordinated by the reporting officer from the office of the State Program Management Unit. This will include: Mission facilitation at the State/UT level Supporting NUDM implementation across stages Strategic communications with urban stakeholders Managing external relations with ecosystem partners Understanding the state & ULB needs pertaining to delivery of municipal services Capacity building at the ULB level Program documentation and technical reporting The Fellows will also provide necessary support in data analytics, research, documentation, independent assessment, visualisation or any other related activities including creating reports, posters, dossiers etc.    Eligibility The maximum age of the candidate should not be more than 35 years as on 31 October 2021. Candidates must enlist their fluency in Indian regional languages; with preference shown for candidates with fluency in more than 1 regional languages.  All Fellows must necessarily display critical thinking and problem-solving abilities in an assignment as part of the recruitment process.  Fellows will possess the following qualifications: Professionals with 1st Division or minimum 60% marks in their under-graduate or post-graduate qualification; or PhDs from premier institutions/universities. The candidate should be available to commence the Fellowship on 01 February 2022 (tentative). Attending the induction programme in January 2022 is mandatory for selected candidates. The candidates to be considered for the Fellowship should be from an institute of repute in the following fields, but not limited to: Engineering Information Technology Urban Planning Commerce and Finance Data Science Public Policy   Work Experience Preference will be given to persons with work experience in the relevant field supported by published work/ policy papers/appraisal/monitoring of projects & schemes etc. Candidates with a minimum of 2-3 years of experience in the implementation of IT projects, data sciences, government consulting and urban infrastructure projects will be given preference in the selection of the inaugural cohort.  Candidates should also possess strong communication and interpersonal skills. Exposure to data analytics would be an added strength of the candidate.   Selection Procedure Applications will be invited in a prescribed format online, via online platform. Candidates for the NUDM Fellowship 2021 will be shortlisted on the basis of the completed applications and only such candidates will be invited to attend an interview (online/virtual).  Based on the performance of the candidates in the interview round, 20 applicants will be selected to participate in the inaugural cohort of the NUDM Fellowship.    Remuneration Fellows will receive a remuneration package of INR 60,000 inclusive of all taxes per month.    Duration of Engagement The NUDM Fellows will be engaged for a period of 12 months on a contractual basis, with a possibility of extension of 12 months subject to annual performance reviews.    Onboarding and Training Successful applicants to the NUDM Fellowship program will be notified online. Applications are invited from eligible candidates for the Commonwealth Shared Scholarships 2022.   About the Commonwealth Shared Scholarships 2022 Funded by the UK Foreign, Commonwealth and Development Office (FCDO)  Commonwealth Shared Scholarships enable talented and motivated individuals to gain the knowledge and skills required for sustainable development, and are aimed at those who could not otherwise afford to study in the UK. Commonwealth Shared Scholarships are for candidates from least developed and lower middle income Commonwealth countries, to undertake full-time Master’s study on selected courses at a UK university.   Scholar Eligibility To apply for these scholarships, you must: Be a citizen of or have been granted refugee status by an eligible Commonwealth country, or be a British Protected Person Be permanently resident in an eligible Commonwealth country Be available to start your academic studies in the UK by the start of the UK academic year in September 2022 By September 2022, hold a first degree of at least upper second-class (2:1) honours standard, or a lower second-class degree (2:2) and a relevant postgraduate qualification (usually a Master’s degree). The policy will be applicable with effect from the Spring 2022 semester (January 2022) and will be open for admitting students for a period of two years.   Eligibility Applicants should have completed the Master?s programme or M.Phil. as on the date of applying. The students can apply to any of the Schools or Institutes at JGU offering Doctoral programmes. The students of Afghan nationality who get admitted are eligible for fellowship. All full time Ph.D. Scholars will be provided a complimentary annual health insurance coverage of up to Rs. 50,000.   Terms and Conditions of Fellowship Each full time Ph.D. Scholar, post successful completion of course work and synopsis should be engaged in teaching assignment. The students are required to submit a monthly progress report of their research work to their respective Schools and Institutions and a quarterly report to the Office of Doctoral Studies. The students who receive the fellowship amount shall not be eligible for any other statutory / non statutory benefits such as gratuity, pension, PF, etc. The tenure for fellowship for Ph.D. Scholars under the JGU Fellowship Assistance Policy is only for 3 (three) years. Upon expiry of this period, the work of the scholar will be evaluated by a panel of experts. The students need to complete the research in the stipulated time period. In exceptional cases, if there is any extension of period for research, the student will not be eligible for the fellowship during the extended period. The Ph.D. Scholars will be required to publish minimum two articles in SCOPUS indexed journals during the period of three years. The “Central Sector Scheme of Scholarship for College and University Students” is implemented by the Department of Higher Education since 2008.   About the Central Sector Scholarship Scheme (CSSS) 2021 The objective of the scheme is to provide financial assistance to the meritorious students, to meet a part of their day-to-day expenses while pursuing higher studies.   Scope The scholarships are awarded on the basis of the results of Senior Secondary Examination. 82000 fresh scholarships per annum [41000 for boys and 41000 for girls] are awarded for pursuing graduate / postgraduate studies in colleges and universities and for professional courses, such as Medical, Engineering etc.   Allocation of Scholarship The total number of scholarships are divided amongst the State Education Boards based on the State's population in the age group of 18-25 years, after segregating share of CBSE and ICSE on the basis of number of students passing out from various Boards in the country. 50 % of the scholarship is earmarked for girls. The number of scholarships allotted to a State Education Board is distributed amongst pass outs of the Science, Commerce and Humanities streams in the ratio of 3:2:1. In case of shortfall in the number of applications, the scholarship slots could be inter-changed.   Eligibility Students who are above 80th percentile of successful candidates in the relevant stream from the respective Board of Examination in Class XII of 10+2 pattern or equivalent and pursuing regular courses (not correspondence or distance mode) in Colleges/Institutions recognized by All India Council of Technical Education, UGC Act, 1956, Medical Council of India, Dental Council of India and respective regulatory authorities and not availing benefit of any other scholarship scheme including State run scholarship schemes/Fee waiver and reimbursement scheme are eligible under the scheme. Students pursuing Diploma courses are not eligible under the scheme.   Rate of Scholarship The rate of scholarship is Rs.10000/- per annum at Graduation level for first three years of College and University courses and Rs.20000/- per annum at the PostGraduation level. Students pursuing professional courses, in case, where the duration of course is five (5) years/Integrated course would get Rs.20000/- per annum in the 4th and 5th year. However, students pursuing technical courses such as B.Tech., B.Engg would get scholarship up to graduation level.   Parental Income Ceiling The parental/family income ceiling is Rs. 8 lakh per annum for all categories under the scheme and would be applicable from the Academic Session 2018-19. Income certificate would be required for the fresh applicants only.   Duration of Scholarship A student will be eligible for the scholarship for a total duration not exceeding 5 years. Founded in 2009 with a transformational gift from John (’67) and Susan Jackson, the Institute builds on Yale’s centuries long tradition of educating leaders in fields of global affairs. The Maurice R. Greenberg World Fellows Program is also part of the Jackson community. Each fall, we welcome 16 accomplished, mid-career global leaders to Yale for a four-month immersive transformational journey. The applications for the Draper Hills Summer Fellowship 2022 on Democracy and Development at Stanford University are now open!   About the Program Founded in 2005, the Draper Hills Summer Fellows Program at Stanford’s Center on Democracy, Development, and the Rule of Law is a three-week training program for global democratic leaders holding senior roles in their respective fields. Fellows live on the Stanford campus and take classes from leading Stanford faculty, visit Silicon Valley technology firms and connect to a peer network of democratic leaders. The program brings together a group of 25 to 30 non-academic mid-career practitioners in law, politics, government, private enterprise, civil society, and international development from all regions of the world. The Inlaks Research Travel Grant assists registered PhD. students at Indian universities to undertake short-term visits to institutions abroad to collect material, use facilities and consult experts. The Inlaks Research and Travel Grant (IRTG) and the Inlaks-King’s India Institute Studentship are awarded to registered PhD students of Indian universities.   Eligibility Criteria The applicant must Be a registered PhD candidate at an Indian university for at least two years but not more than three years at the time of the application. Have a first-class degree at the Bachelor’s (Honors) and Master’s level. Must be under 35 years of age as on December 31 in the year of application. Be an Indian citizen, currently resident in India. Each year, they challenge students to make Commitments to Action: new, specific, and measurable initiatives that address pressing challenges. Through their program, students participate in leadership development, mentorship, skills training, and partnership building, with the experience culminating in the CGI U Annual Meeting, where commitment-makers across the world come together to learn how to turn their ideas into action.   The Program CGI-U is looking for undergraduate and graduate students across the world who are motivated to make a positive change in the areas of education, environment and climate change, peace and human rights, poverty alleviation, and public health. The Resilience Fund will support the Fellows in exploring this theme with a multicultural cohort and will provide a range of capacity-building opportunities to work on sustainable solutions. Local action is integral in the fight against transnational environmental crime. Encouraging resilient communities through this programme of support will further the Resilience Fund’s objective of incubating resilience in communities affected by organized crime.   Eligibility For the year 2022, a total of 10 Fellows will be selected. Applicants should have a background in any of the following fields: Journalism and Media; Activism; Advocacy and Community Mobilization; The creative arts (Artists, Writers, Filmmakers and others); Community Leaders (Religious, Cultural, Youth Leaders); Academia (Researchers and Scholars), and The Public Sector (Policymakers). Individuals from other disciplines will be considered if their work is relevant to the Fellowship’s objectives and the annual theme. The Fellowship welcomes applications from people of any gender, ethnicity, age, religion or any other defining factor, who work in communities affected by organized crime.   Selection Criteria Participants should be from countries disproportionately affected by organized crime and/or from least developed countries. Participants should ideally work closely within communities severely affected by environmental crime, or have strong ties within them, and should have ongoing or established projects or engagement. The cross-border nature of issues relating to organized crime allows applicants working within a wider, non-geographic community to be considered on a case-by-case basis. There is no requirement that the Fellow live in the community concerned. Participants should be able to demonstrate how the funding and support will be used. Participants who have direct experience in their communities’ issues, related to the annual theme, are particularly encouraged to apply. Participants must be fluent in at least one of these three languages: Spanish, English or French. Participants’ prior work should demonstrate a commitment to the ethics and values of the Resilience Fund. Each fellow will receive US$15 000 (divided in three payments of US$5 000) to be executed with no other limitation than the principles of professionalism, integrity and transparency; the proposal presented in the application form; the terms and conditions of the Fellowship agreement, and the implementation of collaborative actions with other fellows.   Application Interested parties must submit an application through the online form provided at the end of this section. The Asia Foundation is now accepting applications for the 2022 Asia Foundation Development Fellows: Emerging Leadership for Asia’s Future program.   About the Organization The Asia Foundation is a nonprofit international development organization committed to improving lives across a dynamic and developing Asia. The 2022 fellowship class will be the 8th cohort of this program, which is designed to engage and empower a dynamic community of emerging leaders from across Asia. The 2022 program will consist of two intensive modules, including a virtual Leadership Training Program in the spring and a two-week, in-person program in the United States in the fall, allowing Fellows to stay in their current occupations during the fellowship year. The Leadership Training Program will commence in mid-March with 20 hours of intensive leadership training sessions and 10-20 hours of Asian Development Virtual Study Tours between March 19 and April 29 of 2022. The Leadership Training Program is highly interactive and hands-on, featuring leadership coaches, speakers, assignments, public-speaking development, and sessions focused on self-care and wellness for leaders. The Asian Development Virtual Study Tour will connect Fellows with leading development practitioners and thinkers, policy leaders, and local innovators who will help Fellows explore approaches that deliver positive impact and understand the mechanics of change on the ground. In October 2022, the Fellows will visit San Francisco and Washington, DC for a 2-week Leadership Dialogue and Exchange program (subject to Covid-19 restrictions). Supreme Court of India orders independent expert committee to probe Pegasus

On 27 October 2021, the Supreme Court of India ordered a three-member technical committee to conduct a thorough inquiry into allegations of unauthorised surveillance using the Pegasus (Spyware) software saying that the Government cannot get a free pass whenever the spectre of National Security is raised. The three-members in the technical committee are:  Dr Naveen Kumar Chaudhary (Dean of National Forensic Sciences University in Gandhinagar, Gujarat). Dr Prabaharan P (Professor at Amrita Vishwa Vidyapeetham in Kerala). Dr Ashwin Anil Gumaste (Institute Chair Associate Professor at Indian Institute of Technology, Bombay).  The apex court urged a retired judge, Justice R V Raveendran and the other two experts (former IPS Officer Alok Joshi and Cyber Security Expert Dr Sundeep Oberoi) to oversee the functioning and prepare the report after a thorough inquiry and place it before the Supreme Court. The Supreme Court will again hear the matter after 8 weeks. The ruling came on a batch of 12 petitions which sought an independent probe into the alleged illegal use of the Israeli NSO Group Spyware Pegasus. The judgment pronounced by the Chief Justice of India, NV Ramana said that the Court was constituted to pass this order due to the following compelling circumstances: Right to privacy and freedom of speech are alleged to be impacted which needs to be examined.  The entire citizenry is affected by such allegations due to the potential chilling effect.  No clear stand was taken by the Respondent-Union of India regarding actions taken by it.  Seriousness accorded to the allegations by foreign countries and involvement of foreign parties.  The possibility that some foreign authority, agency or private entity is involved in placing citizens of this country under surveillance. Allegations that the Union or State Governments are parties to the rights deprivations of the citizens.  Limitation under writ jurisdiction to delve into factual aspects. For instance, even the question of usage of the technology on citizens which is the jurisdictional fact is disputed and requires further factual examination. The bench comprising of Chief Justice of India (N V Ramana), Justices Surya Kant and Hima Kohli observed that the petitioners have placed on record certain material that prima facie merits consideration by the Court.  The Court also observed, "There has been no specific denial of any of the facts averred by the petitioners by the Respondent-Union of India. There has only been an omnibus and vague denial in the limited affidavit filed by the Respondent-Union of India which cannot be sufficient", in the judgment. In addition, the Court observed, "In such circumstances, we have no option but to accept the prima facie case made out by the petitioners to examine the allegations made". While acknowledging that the Union of India can decline information when issues of National Security are involved, the Court said that mere invocation of National Security can't render the Court a mute spectator.  However, this does not mean that the State gets a free pass every time the spectre of National Security is raised.  National Security cannot be the bugbear that the judiciary shies away from by its mere mentioning. Although this Court should be circumspect in encroaching the domain of National Security, no omnibus prohibition can be called for against judicial review. Since 2019, the Court has given ample time to disclose all information regarding the pegasus attack. However, only a limited affidavit was filed.
