The spread of popular media and the lack of evidence based policy discussions have weakened people’s access to complete information about their country’s progress. The role of the mainstream media in bringing a balanced perspective is also getting diminished as certain sections are merely focused on raking controversies rather than balanced debates on issues plaguing our country. We believe that the Indian youth is increasingly becoming ill-informed on various public policy issues and are relying more on easily available social media discussions to fulfill their thirst for knowledge. While social media has democratized communication, the format often provides only rudimentary information about important issues. The consumers of such information are easily susceptible to reaching convenient and unverified conclusions. This information asymmetry creates biased perspectives and prevents in-depth understanding of complex policy issues. Hence, there is a need for nuanced evidence based discussions on critical issues to arrive at constructive solutions. Moreover, there are very few platforms available to engage in thorough discussions with public policy leaders and influencers. The existing policy boot camps and fellowships are creating awareness but informed and active engagement is still a relatively unexplored territory. There is a necessity to offer our future leaders a global perspective by giving them access to high quality thought leaders who will expose them to real world challenges, scope and innovations by engaging them in a learning community. Over the years, India has become extremely dependent on the bureaucracy to solve the country’s problems. However, that is now gradually changing as state governments as well the Niti Aayog have opened up avenues for young professionals. They are now engaging them in front-end policy making roles and also in policy implementation work. Therefore, there is a need to prepare the next generation of leaders who possess competencies that transcend the public sector-private sector divide and also have a detailed understanding of the challenges that exist in the public sphere.   Fellowship Design From our academic learnings, research and professional experience we have come across frameworks and skill sets that should be a part of the armory of our future public leaders. These include multi-party negotiation skills, design thinking, advocacy/campaign skills, evidence based decision-making frameworks, adaptive leadership, effective social media communication, public speaking and persuasive writing skills. The CPL Fellowship will have a two-pronged approach and will focus on imparting these skills as well as a conceptual understanding of various policy issues. This will be done through interactive lectures with policy practitioners, eminent professors, scholars, as well as leaders in the field of politics, media, law and social sector. The curriculum will focus on nine thematic areas: Economy  Politics  Social & Urban Policy Foreign Policy Media Indian History Ethics Technology Law   Structure The CPL Fellowship is a one year long, part-time fellowship program with a cohort of the best and brightest minds who wish to explore or build on their skills in the field of public policy. The fellows will attend a series of lectures and group-discussions. Before every lecture, fellows will be assigned a significant component of pre-work that will include readings from books, academic journals and content from documentaries and films. The discussions will take place online via a web conferencing platform. Over the course of 12 months, fellows will build a strong foundational knowledge on the key areas of policy with the help of course material, acquire skills through trained professionals, and interact with thought leaders through the sessions. The 12 months are divided into trimesters to enable a structured and coherent form of learning. The fellows will have the flexibility to be engaged in any full-time/part-time activities (ongoing education/full time employment) alongside the fellowship. The lectures will be conducted in the evening or over the weekend to ensure fellows can balance their work alongside the fellowship. In addition to the pre-work and online sessions, fellows will work on a field/research project. Each fellow will be assigned a mentor under whose guidance and assistance, they will conduct the project. CPL will charge fellows a nominal fee of Rs. 22,500 for the year long program. We aim to build a community of leaders who can help find progressive solutions to India’s major political, economic and social challenges.   Selection Criteria CPL is looking for candidates who have demonstrated the ability to make an impact in public policy in India. Individuals who we believe can use the learnings from the fellowship in synergy with their existing qualifications and experience to set the narrative for public policy in India. For this purpose, we are looking for candidates with strong leadership skills and commitment to public service. Fellows will be expected to show utmost dedication to the programme and complete all coursework and projects for the fellowship period of one year. The application form aims to assess the candidate on the following parameters: Adaptability - Ability to work with diverse teams with different political ideologies Stakeholder Management - Ability to work with the Bureaucracy and Politicians Ability to take initiative/Leadership qualities Passion/Commitment towards public leadership and public policy Ideation/Problem Solving - Ability to crunch numbers and suggest an evidence based alternatives Educational Qualification/Achievement: Academic excellence and achievements in extra/co-curricular activies Relevant work experience and exposure Writing & Debating Skills   Selection Process We say with pride that we are looking for the best minds in the country to be part of the fourth edition of the CPL Fellowship. For us, quality has always taken a precedence over quantity and hence, we have a two-step selection process: First, aspiring candidates are expected to fill an application form which includes personal details, educational qualifications, work experience (if any), a statement of purpose, letter of recommendation, a detailed CV and two mandatory essays. Candidates will be short-listed for an interview based on the application form submitted. Must hold at least a Bachelor’s degree (3 year minimum), as of 2nd October 2021 (We will consider final year Undergraduate students who have demonstrated exceptional academic performance and extracurricular participation). Must be an Indian citizen. May work full-time or part-time, but must commit to completing the 12 month program, starting from January 2022 till end December 2022. Be open to working in or studying sectors outside their comfort zone. Understand that this program does not guarantee a job placement directly upon completion of the fellowship. We understand that each individual is unique and their paths are different. Since we are looking for diversity, creativity, passion and strong commitment towards the public sector from potential fellows, the minimum eligibility criteria given above is only a basic guideline. A cover letter is a one-page written document that explains the applicant’s interest in the job and company as well as their fitness for the role. It is submitted along with a resume describing the applicant's qualifications, skills, achievements for the position they are applying for.  It is also called a ‘motivational letter’ and ‘letter of introduction’. The cover letter gives more details about the candidate’s professional career and explains why they’re a good candidate. A well-written cover letter can help the candidate increase their chances of being invited for an interview.   Why are cover letters important? Cover letters allow recruiters and hiring managers to develop a better understanding of the candidate’s suitability for the position. When the applicants send their cover letter along with a resume, it helps the hiring manager to see their:  Value: While resumes provide an overview of the candidate’s skills and experiences, cover letters allow candidates to give the hiring manager details about their accomplishments and skills as they relate to the open position, showing their potential value to the organization. Provide one or two spaces between the salutation and type your full name.    Things to Remember 1. Always customise your cover letter - do not 'spray and pray'. Address each of the hiring managers and organisations by their names - do not generalise cover letters by using terms such as "yout firm", "your esteemed organisation", etc.  2. Make sure that the letters are written in good language and do a grammar check before sending them out.  3. Don't focus too much on yourself and forget to write about your sutability for the role and the organisation. Often, candidates reproduce their CVs into cover letters, which defeats the purpose of cover letters.  4. Applications are invited for Indira Gandhi Post Graduate Scholarship 2021 for Single Girl Child. The last date of application is 30 November.   About the Scholarship It is observed that number of girls as against boys in certain states is declining which is a matter of great concern. The females are even forced to give birth to male child. In such circumstances education of women needs to be used and effective means for their empowerment and education will prepare them to have a control over their lives. The mindset which militates against the girl child could not keep pace with economic progress and literacy. The Government of India declared elementary education as a basic human right of every child. The Union Government of India has taken various steps to uplift the status of women by implementing various schemes including free education for girls. In order to achieve and promote girls education, UGC has introduced a Post Graduate Indira Gandhi Scholarship for Single Girl Child with an aim to compensate direct costs of girl education to all levels especially for such girls who happen to be the only girl child in their family.   Objectives The objectives of the proposed scheme are: To support post graduate education of single girl child in postgraduate courses only. To recognize the value of observance of small family norm.   Target Groups Girl students who are admitted in the first year of PG courses in the following Universities/ Colleges and happen to be the only girl child in the family: Universities/Institutions/Colleges included under section 2(f) & and 12(B) of UGC Act. Deemed to be Universities included under Section 3 of the UGC Act, 1956 and eligible to receive grants-in-aid from UGC. Those Deemed Universities which do not receive funds from the Central/ State Government are not eligible institutions under the scheme. Universities/Institutions/College funded by Central/State Government. Institutes of National Importance. Girl students without having any brother or the girl student who are twin daughters/ fraternal daughter may also apply for scholarship under the aforesaid scheme. In a family if one son and one daughter is available then girl child will not be considered for scholarship under the scheme.   Eligibility Slots: 3000 Age limit: Girl students up to the age of 30 years at the time of admission in first year of PG courses are eligible. The scheme is applicable to such single girl child who has taken admission in regular, fulltime first year Masters Degree course in any designated university or a post graduate college. Admission to PG Course in Distance education mode is not covered under the scheme.   Application The candidates fulfilling the eligibility conditions are required to apply online on National Scholarship Portal after initiation of application process and notice to be published on UGC website. The host institution where the candidate is studying is required to verify the online application. It is expected from the institutions where student has taken admission in the first year PG course, no tuition fees will be charged by the institute from girl students to pursue PG degree course in Universities/Colleges/Institutions.   Amount Amount of fellowship: Rs. 36,200/- p.a. for a period of two years only i.e. full duration of a PG course. No other additional grant will be payable in lieu of hostel charges and medical charges etc.   Selection Procedure 3,000 fresh scholarships will be awarded every year. Applications are now open for the Women’s Law & Public Policy Fellowship Program (WLPPFP) 2022-23 by Georgetown Law University.   About WLPPFP The Women’s Law and Public Policy Fellowship Program (WLPPFP) offers Fellowships for public interest lawyers from the United States who are committed to advancing women’s rights throughout their careers. Since 1983, the Women’s Law & Public Policy Fellowship Program (WLPPFP) has enabled a diverse group of public interest lawyers from across the United States to gain invaluable experience advancing women’s rights.   About the Fellowship WLPPFP’s U.S. Fellows work in Washington, D.C. with a variety of organizations involved in legal and policy issues affecting women, such as domestic violence, employment discrimination, sexual harassment, immigration, education, health care, homelessness, poverty, disability rights, civil rights HIV/AIDS, and international women’s human rights, The Fellows participate in educational programming such as professional development trainings and seminars on current women’s legal issues organized by WLPPFR and they may also audit Georgetown University Law Center courses related to women’s issues. Over 270 Fellows have participated in WLPPFP working at over 50 organizations on these crucial women’s rights issues. WLPPFP also has an endowed fellowship focusing on litigation, the Small, Webber, Spencer Fellowship.  The Hillary Rodham Clinton Fellow, placed at the Georgetown Institute for Women Peace & Security, also participates in WLPPFP.   Fellowships Benefits All Fellowships provide an incomparable opportunity to work with leaders in the women’s legal community, to gain tremendous experience promoting women’s rights, and to sharpen leadership and advocacy skills through in-depth training sessions provided by the Program. Applicants should indicate whether or not they wish to be considered for Fellowships focusing on specific issues. Indicating interest in more than one issue will not jeopardize a candidate’s consideration; on the contrary, doing so may facilitate the Program’s ability to match the candidate with a Fellowship. All but two of the Fellowships are one-year positions, commencing at the beginning of September and running through the end of August the following year. The Georgetown University Law Center Domestic Violence Clinic Teaching Fellowship is a two-year teaching position commencing at the beginning of August and leading to an LL.M. degree. Applicants for the Domestic Violence Clinic Teaching Fellowship must be admitted into a bar by December of the year prior to the start of the fellowship (in order to permit waiver into the DC Bar before the beginning of the fellowship). The Georgetown University Law Center International Women’s Human Rights Clinic (IWHRC) Teaching Fellowship is a two-year teaching position commencing at the beginning of August and leading to an LL.M. degree. The Domestic Violence Clinic Teaching Fellow and the International Women’s Human Rights Clinic Teaching Fellow both participate in the WLPPFP for the first year of their Fellowship only. Regardless of placement organization, all of the Fellows participate in numerous events throughout the Fellowship year, such as orientation, bi-weekly seminars, skills-building trainings, and other activities organized by the Program. For example, in prior years the Fellows have met with U.S. Supreme Court Justice Ruth Bader Ginsburg, Congresswoman Eleanor Holmes Norton, and other leaders in the legal field addressing women’s rights and related social justice issues. The Fellows also have an opportunity to audit courses related to women’s rights at the Georgetown University Law Center and to attend other events at the law school. Except for the Domestic Violence Clinic Teaching Fellowship and the International Women’s Human Rights Clinic Teaching Fellowship, no law school coursework is required and no degree will be awarded.   Eligibility Must either be a law school graduate or in their final year of law school, and Must show a demonstrated commitment to advancing women’s rights throughout their careers. Early applications are encouraged. Fellowship selection will be conducted throughout the winter and early spring. The Fellowship program sets no cap on the amount of time an applicant has been out of school before they may apply. Commitment to women’s rights issues can be demonstrated through undergraduate studies, volunteer work, law school courses and research as well as other extracurricular or paid activities and work. About the Young Leaders for Legal Literacy (YLCube) Foundation The YL3 foundation, supported by Niti Manthan, is the first of its kind pro-bono organisation to develop leadership qualities among students. It amalgamates the willingness to do social good along with engaging students with the right to delegate task among their teammates. Through continuous mentorship, the Young Leaders will be trained to become future leaders in the socio-legal sphere.    About the YL3 Fellowship Programme YL3 Foundation is a novel initiative with the objective of percolating legal awareness in society. This provides a platform for law students to become Legal leaders to spread legal literacy and truly act as catalysts of change, at and around their law schools. Students who come from law colleges situated in tier-II cities or townships are encouraged to apply. In phase 1, the young leaders under the program, supported by Niti Manthan, were able to reach more than 25,000 people all around India and conducted more than 100 outreach programmes in rural and urban areas. Each Young leader has to conduct a minimum of 15 outreach programmes at the grassroots levels.  Each young leader is expected to conduct as many physical outreach programmes as possible. Networking opportunities with young leaders from other Law colleges who are like-minded passionate individuals who strive for the cause of legal literacy. Introduction Article 21 Trust was established to support, study and build knowledge at the intersection of technology and welfare. From the critique of the Aadhaar project to Non-personal data governance to the use of technology for justice dispensation, the Trust has engaged with multiple issues in a collaborative manner, organising public lectures and deep-dive discussions that go to the heart of law and policy and help build collective understanding. In furtherance of the Trust’s objectives and with the aim of supporting critical scholarship on issues at the intersection of welfare and technology, we propose to offer two research fellowships on contemporary issues of concern.   Subjects for research Two Fellowships will be awarded for study in the following broad subject areas: Databasing and welfare - the research on this subject is intended to critically analyze the growing trend of creating databases (for instance, the recently released e-Shram central database for unorganized workers) for dispensation of welfare benefits. Premised on enabling ease of access to information and transparency, databases can also become tools of surveillance and shift accountability from humans to algorithms. Technology and Justice - improvements in the justice dispensation system are required and increasingly technology is being touted as a panacea to solve all the issues in the justice system. The use of technology might certainly be beneficial in some cases but the push for increased reliance on technology, Artificial Intelligence & Machine learning etc. may result in making justice even more inaccessible than it already is. Research on this subject will attempt to critically gather and analyse recent proposals to introduce technology in justice dispensation, what role can technology play in improving justice dispensation and the limitations associated with the use of technological solutions.   Number of fellowships on offer Two fellowships will be offered, one for each subject.   Duration of the fellowship The Fellowship will start on 1st December 2021 and the duration of the Fellowship will be 3 months.    Who can apply? Applications are invited from interested candidates who are graduates in any discipline. Those pursuing Masters or higher degrees will be preferred. Working professionals can also apply as long as they can commit to completing the research and deliver the final study within the stipulated time. Preference will also be given to candidates who identify themselves as females or belonging to the LGBTQIA+ community of Dalit, Adivasi, Bahujan or religious minority communities or those who are differently-abled.   How to apply? Interested candidates need to apply by sending their resume, which must highlight prior publications, if any, along with a brief research proposal of not more than 500 words that explains the hypothesis of the research and the proposed methodology. Please note that the subjects proposed are deliberately kept broad to enable candidates to explore multiple topics within those broad subjects. Candidates are free to propose their own take on the broad subjects as long as those contribute to developing a critical understanding of the subject. The Trust reserves the right to not entertain proposals that do not align with the objectives of the Trust. The last date to apply is Sunday, 24th October, 11.59 pm. Applications are invited from eligible candidates for the IFAO-PCMA Post-Doctoral Fellowship 2022-23.   About the Fellowship The Institut français d’archéologie orientale (IFAO) and the Polish Centre of Mediterranean Archaeology, University of Warsaw (PCMA) invite applications for a 16-months Post-Doctoral Fellowship, starting 1st March 2022 until 30 June 2023. The Post-Doctoral Fellow will organize an international two-day Seminar/Workshop on a subject in relation to Ancient and Medieval Northeastern Africa (Egypt and/or Nubia). The application must outline the state of the art in the proposed subject and clearly present an added value to the studies of past societies. We encourage cross-disciplinary proposals offering a wider, comparative perspective of the area under study. The conference will take place in Cairo in Autumn 2022. Following the conference, the Post-Doctoral Fellow will be in charge of the edition of the proceedings and will submit the manuscript for approval by the joint IFAO-PCMA editorial committee. During the entire course of the appointment, the Fellow will take part in the scientific activities of IFAO and PCMA and carry out his/her own research. The Fellow is expected to stay in Cairo during the Fellowship and divide his/her time equally between the PCMA and IFAO. The position is a grant, not an employment position, according to Polish and French regulations. The stipend for the entire period of the Fellowship is 32 000 Euros in total, paid on a monthly basis.   Qualifications The applicant must hold a doctoral degree (PhD) in a discipline related to the study of Ancient and Medieval Northeastern Africa and/or the Near East for a maximum of 7 years as of 15th November 2021. The fellows will also be encouraged to do legal aid work for the rest of the month in a rural/trial court of their choice.  The fellows will engage with rural trial court lawyers to build upon their experience and build a network to foster constitutional values in the pursuit of justice.   The fellow will help remove barriers to access to justice for the marginalised communities themselves.   Required Qualifications and Experience Law background is preferable. Experience of working in courts especially trial courts would be useful for the position (but not required). A desire to learn and a willingness to work in a collective is a prerequisite. Amazon v. Future Group: Case Analysis

 Recently, the Supreme Court of India deliberated on a significant aspect of arbitration law and gave a landmark decision in the case of Amazon v Future Coupons. The case brought up before the apex court dealt with the enforceability of Emergency Arbitration. Its validity with respect to Indian law was the point of contention between both the parties and was treated as a substantial question of law by the apex court. This article seeks to explain the factual matrix of the case and the implications of the decision.  This case holds significance for various reasons. Firstly, it  adds to India's voluminous interpretation of the jurisprudence on international commercial arbitration. Secondly, it answers a relatively new and less examined aspect of arbitration in light of previously held decisions. Thirdly, it explains how the decision is reflective of India’s stance of minimal judicial intervention in matters of arbitration, thereby inducing confidence and certainty in foreign investors.      Factual Scenario  In this case, two major companies i.e. Amazon (Amazon.com NV Investment Holdings LLC)  and Future group (Future Retail Ltd -FRL and Future Coupons Private Ltd -FCPL) entered into a series of agreements. These agreements entitled Amazon to the exclusive rights in the retail assets of Future group and obliged Future Group to receive written consent from Amazon before delineating the assets. The agreements also prohibited Future Group from the transfer of its retail assets to 'restricted persons’. The Reliance Industries Group, which was listed under the category of ‘restricted persons’, thereafter entered into a transaction with Future group for a future amalgamation transferring the retail assets to the Reliance group. This transfer was the disputed transaction that led to arbitration proceedings between Amazon and Future group.  Amazon initiated arbitration against Future Group under the SIAC Rules (Rules of Singapore International Arbitration Centre ) as per the arbitration clause in the agreement. Also, it was pre-decided that the seat of arbitration would be New Delhi, India. An emergency arbitrator rendered an Interim Relief on October 25, 202 in favor of Amazon. However, as Future Group did not comply with the emergency award, Amazon initiated proceedings in the Delhi High Court to enforce the emergency award. The case was later forwarded by way of appeal to the Supreme Court to decide on the issues mentioned below.   Major Issues before the SC The SC formulated, among others, the following issues which are noteworthy:  Whether an emergency arbitrator is an arbitrator under the Arbitration & Conciliation  Act, and Whether an "award" delivered by an Emergency Arbitrator appointed under Schedule 1 of the SIAC Rules can be considered as  an order under Section 17(1) of the Act? Whether an order passed under Section 17(2) of the Act in the enforcement of the award of an Emergency Arbitrator by a learned Single Judge of the High Court is appealable?   Supreme Court’s Decision The Arbitration and Conciliation Act (A&C Act) does not consist of the words ‘Emergency Arbitrator’ or ‘Emergency award’ for that matter. However, the Court noted that the parties have the freedom to agree to a set of Arbitral Institutional Rules. This implies that the parties have the right to use provisions of emergency arbitration present in the rules chosen by them. The following sections from the A&C Act denote this: Section 2(6)- Authorizes the parties to decide an arbitral institution for the determination of issues that arise between the parties. Section 2(8)- Parties can agree on the arbitration rules to be applied. Section 19(2)- they can also agree on the procedure that shall be followed by the tribunal for the proper conduct of its proceedings. In light of the above-mentioned provisions, the Supreme Court stated that the core idea behind this was to respect party autonomy during the arbitration. It further noted that choosing an emergency arbitrator and carrying proceedings for interim relief as per the institutional rules do not violate the A&C Act as there is no provision mentioned in it that prohibits such a practice.  The second major issue was with the definition of the arbitral tribunal and whether or not it encapsulates an emergency arbitrator. The literal interpretation of Section 2(1)(d) of the A&C Act does not include an emergency arbitrator and here, ‘arbitral tribunal’ includes either a sole arbitrator or a panel of arbitrators. The Supreme Court, however, widened the scope of this section to include emergency arbitration as well. It referred to the term ‘unless the context otherwise requires' mentioned within the section and by reading it along with Section 2(1)(a) (that allows for “any” arbitration), the SC made it clear that any interim award passed by an emergency arbitrator would fall under the umbrella of orders passed by the ‘arbitral tribunal'. It further went on to say that there was no difference between an order passed by an arbitral tribunal and an emergency arbitrator and both the orders could be enforced before the high court.   Impact on Arbitration Law The case has  resulted in the Supreme Court re-emphasizing the central idea of arbitration i.e. ‘party autonomy’. and calling it the ‘guiding principle’ in all cases. Arbitration grants parties an indefeasible right of choice and an emergency arbitration is also to be considered one such choice. Time and again, the Supreme Court has expressed its concerns surrounding the bulk of cases pending before the courts. In such a scenario, an emergency award seeks to decongest the court system and give urgent relief to parties.  This gains more importance as it makes India a pro-arbitration jurisdiction for international dispute resolutions and makes it a hotspot by embracing principles of modern arbitral jurisprudence. However, to make India an arbitration powerhouse, a provision for emergency arbitration must be explicitly mentioned in the Act itself. This will provide a much-needed boost to India’s arbitration potential.  Also, courts must follow a set of procedures while adjudicating upon matters of interim measures. As applicable to any other arbitrator, the emergency arbitrator shall ensure confidentiality and efficiency in the process.  The limitation that still needs to be addressed is with regard to the procedure on enforcing an emergency award in a foreign seated arbitration. It has been established that an emergency arbitral award that is passed in an Indian seat is enforceable in the Indian courts. However, there is no precedent that has yet clarified the question of whether an emergency arbitration passed in a foreign seat is enforceable in India or not. Due to this reason, it is generally advised that foreign parties to the arbitration agreement should choose India as the seat of arbitration so that in an event where an emergency arbitral award is made, the Indian courts cannot deny the lawful enforcement of such award. We can hope that with the outcome of this case, the position on emergency arbitration in an ad hoc setting will soon be clarified by India.

They will be provided with $42,000 as an annual stipend to cover living and conference travel costs. Also, they will be given a paid visit to Facebook headquarters for the annual fellowship summit and various opportunities to engage with Facebook researchers.   Who can apply for the Facebook Fellowship Programme 2022? To apply for the fellowship program, students need to have the following qualifications: They must be a full-time PhD student enrolled in a recognised university in any country in the world. They must be involved in ongoing research related to relevant disciplines. They must remain enrolled full-time for the duration of the fellowship to receive program benefits. Important Note: The students who are being funded by Facebook at present through any collaborations or sponsorships are advised not to apply for the fellowship programme.   How to apply for the Facebook Fellowship Programme 2022?
